We could not agree more with you. Animal cruelty is on the rise, whether swans or other species and we do not have a judicial system that will stand up to the abusers and throw away the key. Since animals are considered "property" or "wild", non-native or any other label that keeps the system from punishing offenders, you and everyone else are going to see more of this abusive behavior.
