The cygnet has angel wing also known as slipped or backward wing. This condition can be genetic but usually is caused because the cygnet received a very high protein diet which caused his growth to happen too quickly.
He will never be able to fly but will make a great pet for someone who has a small pond just as a farm or waterfowl area safely protected from predators and inclement weather. You might check with the Sylvan Waterfowl facility in Swan Neck NC or a waterfowl/wildlife rescue facility. Make sure that a rescue facility is a no kill facility as some of these facilities will kill the young bird rather than deal with trying to find it a good home.
