Hi Dona

If there are swans in your area, you might try feeding them to see if they may stay. A good habitat safe from predators and severe weather, I.e , frozen pond will help attract and keep wild swans in your area. If you purchase swans, you may need a permit from your wildlife officials. The swans must be pinioned ( permanently rendered unable to fly) and should be of the same gender so no cygnets ( baby swans) are produced).

Allowing captive swans to breed is going to be labor intensive, costly due to veterinary costs and you may need a breeder's permit.
