Possible cyanobacterial contamination

We had a record-breaking heatwave (just ended) and drought and now have what looks like a rapidly-spreading bloom of blue-green algae (water is deep turquoise and soupy) in the lagoon. I am very concerned about cyanobacterial toxicity (sample has been sent to lab but it'll be a week before results are returned). In the meantime our 10 swans are in this water most of the time. The lagoon depends on filtered run-off, and without rain, no new water is added. We have the added problem of seagulls (fed by the public) and Canada Geese adding feces to the water.

Is there anything we can do to "fix" the water? Removing the swans would be a major undertaking - do you feel it's necessary? Should we just wait for the lab results, in case it's not toxic? I realize these are probably impossible questions - we're really worred and feel a bit helpless in the face of this new development.

Weather is cooler, and we might get rain in a couple of days, but it's not certain.
