If there are no other swan families in the area, it may be impossible that the swan finds a mate. However, if there are some in the area, he/she will find them as this occurs throughout the world when juveniles are chased from their parent's habitat in search for their own habitat.
Depending on your state, the reason that you may never have seen them is that state and federal wildlife officials are killing the Mute Swans while telling the public that they are detrimental to the habitat. This could not be further from the truth. The wildlife officials are killing the Mute Swans so that they can open waterways and introduce the larger Trumpeter Swans for Trophy Waterfowl hunting purposes. This is how wildlife agencies make money, permits through hunting so they do not really care about conserving a species, but killing so that they can maintain their budgets.
