We're not sure that there is any certification, but some breeders belong to waterfowl or birding associations. You might try to contact a waterfowl breeding association in your area. Yes, sometimes, there are wildlife centers which may have a swan which cannot be placed back into the wild, but if it is a protected species, then wildlife rehabilitators have to be very cautious of who they can give the swan to and the recipient may still need a permit to have the swans. If you are looking for mute swans, you will need to check your state wildlife officials to see if you must have a permit to possess a mute swan.

We are not aware of any breeders in the Northeast area, but at one time, Maryland was giving away mute swans to remove them from some of their wetland habitat areas. You might check with Maryland wildlife officials. The Regal Swan
