Swan breeder or rescue in northeast US?

I suspect that swan breeders are not "certified" but is there a standard of quality by which they are assessed or is this mostly word of mouth? I have only found Granite State Farm in Northwood, NH in the New England area but have not found anyone with good or bad experience with them. Are there breeders in NH, Massachusetts or Rhode Island that you know where a pair of royal mute swans can be purchased (not necessarily a breeding pair) or are there mechanisms for taking rescue swans from shelters somewhere in the northheast?
