Some swans tolerate geese while others do not. If the swans were on the lake first, then they see the geese as invaders. This is also mating and nesting season for swans and they may view the invasion as competition for their offspring's food and habitat resources. If you are only seeing the female swan infrequently, she may be sitting on a nest which would explain the two swans not together.
For the goslings sake, you might want to consider fencing the young geese as well as their parents until the young can safely escape or protect themselves. If the male swan should attack, the goslings will not fare very well and you may have a veterinary medical bill if the swans does not just kill the geese. Just ensure that the penned area has water, shade, food and is safe from predator attack from under the fenced in area as well as on top so that coyotes, bobcats, etc., cannot climb into the pen.
