Hi Donna

There is either something lodged in the throat or he has some type of injury/deformity. Sometimes parents accidentally step on the cygnets in the nest and can cause this deformity. You need to get the swan to an experienced waterfowl/bird veterinarian to ensure it has not swallowed something. He/she will be able to tell what is occurring by looking at an xray. The Regal Swan
