NY and several other states would be the last state that you would want to have swans. The NY DEC wants to kill all of the Mute Swans so they like many other states can introduce the larger Trumpeter Swans for Trophy Waterfowl hunting purposes.

We are among a group of citizens and other conservation groups fighting this killing/mutilation plan by the NY DEC and other state/federal wildlife agencies.

Until that time, it would be in the best interest of the swans that you do not place any on your pond. We are waiting for Governor Cuomo to pass legislation that would prevent this non-scientific inhumane plan. If and when this occurs, you may be able to have swans on your pond, but you will probably need a permit from the NY DEC. Even then, they may kill the offspring so that they ultimately get their plan of having no future generations of Mute Swans in NY.
