Hi Ann:

If it does not fly, then yes, it probably is someone's swans and you might try asking around to find the owner. Yes, swans can survive cold temperatures which is why their feathers and down are so thick. However, the frozen pond is the major issue for several reasons:

1. The bird could drown if caught between the ice and cannot right itself back onto the ice.

2. It could die from starvation or dehydration if there is no water or aquatic vegetation to drink or eat.

3. If it gets stuck on the ice and cannot fly, it is easy prey for such predators as fox, bobcat, coyote, etc., because if the swan can walk on the ice, so can the predator.

Our suggestion would be to find the owner and inquire if he/she minds if someone might bring the bird in for the winter into an indoor shelter such as an enclosed barn, etc.,safe from predators, cared for with plenty of supplemental feed and sheltered from the elements.

If you cannot find the owner, check with your local authorities to see if they care if you might intervene and provide the animal with shelter. If you cannot, ensure that the swan has ample food, just be careful about drawing predators to the food and enticing them to a meal with the swan. Hopefully, you can lure the swan up close to your home/property and provide some shelter without actually having to capture it. Please let us know if how this transpires and if you find the owner.
