Hi Debbie:
In most instances, this cygnet is doomed. It will not be able to eat properly. If you can capture the cygnet and take it to a wildlife or waterfowl rehabilitation center, they may be able to reconstruct the beak or at least ascertain what may be done to allow the swan to eat. If this is not possible, then the cygnet's survival will be greatly jeopardized. The Regal Swan
