injured cygnet: Bottom beak is missing

I have a big pond in my yard and the swans had babies. There are 2 left and the other day I noticed one of the babies bottom beak is missing. He has his upper part and his tongue. I feed these everyday and this one cant eat anymore. Im assuming a snapping turtle got him. This baby acts normal and doesnt seem sick its been 3 days now and its still alive and acting normal. Will he survive like this? I have contacted wildlife but cant help. will this swan survive?
