I also have seen the swan in question on this pond. From what I can see and understand from the residents near by is that this swan did have a mate and is and older swan not a juvenile. The swan appears to be just sitting in the pond in a small area that may or may not be frozen, maybe slushy, hard to tell because it is about 45 ft from the shoreline. It is facing away from us as we stood on shore and did not turn its body at all to look at us, only its neck. There was very little movement, no wing movement like you might expect if it was concerned we were going to hurt it. It has now been over 8 hrs and it has not moved at all. There seems to be no one to come to its aide in our area. Do you have suggestions as to what we might throw to it in regards to food so as not to starve to death. It appears to me that it is either injured or not leaving the spot because maybe its mate is deceased in that area? Im not sure. In the morning I would be able to send video to you if you were able to receive by phone. Could use more direction here. Animal control has refused to assist.
