Hi Sharon

If the swan is not moving at all, it may have died in the ice. Trying to feed it some cracked corn and poultry layer pellets may help. However, this could also lure predators onto the ice which would attack and kill the swan. This is a difficult situation and unless someone could catch the swan to determine exactly what the problem might be it may be a fruitless solution. Again, your wildlife officials are not going to intervene because they want to kill all Mute Swans in your state so they can introduce the larger Trumpeter Swans for Trophy Waterfowl hunting. This means that ordinary citizens may have to intervene, but being extremely cautious that no one gets hurt on thin ice during a rescue attempt. Please let us know how this situation progresses.
