The barb should be clipped and then the fishing hook removed just as you would if you were to be impaled with a fishing hook. We would love to tell you to find a knowledgeable rescuer, but unfortunately, in your state if you take an injured Mute Swan to a rehab facility or veterinarian, they will most likely kill it as Michigan wants to kill all Mute Swans.
