Hi Becky:
We're not sure what might be occurring. If the swans are mute swans, the female only lay eggs once a year. There is a possibility that the female is taking care of the cygnets while the male is just sitting nearby in a grassy area which looks like a nest, or a nest that was built earlier. The Regal Swan
