Maximum number of cygnets. Father swan hates jet skis

I have a pair of mute swans that have produced 9 cygnets, how many can they have? I live on a large lake and the male spends a good amount of time chasing geese from the area. He is particularly agressive to anyone on a jet ski, and will attack with a vengance. But that`s fine by me, I`m not fond of them either.
