mute swan cygnets in the water all winter without parents present

The cygnets I got were hatched April 15, 2012. We live in Pa. just below the NY border. Some places are telling us to not allow the cygnets to be on the water overnight especially in the cold months? I have had them 2 and a half days and am afraid to even let them on the water for fear they might get too cold.
