Someone destroyed the swans and cygnets' nest - Can we help save the cygnets?

HI -
the swans on our pond just had cygnets. The neighbor who had he nest on his property destroyed the nest. Is there any reason he would do this for the well being of the swans? Is there anything we can do to give them a new home and save the cygnets? thanks for your help
