CARE FOR A MUTE SWAN DURING WINTER TIME

Hello, I work for the Town of St. John in St. John. Indiana. This past summer our animal control person came across an injured Mute Swan. Appartently the injury was not bad and the swan was put into one of the Town's larger ponds. We discovered his wings are clipped so he can not fly away. With winter coming and this area already experiencing 40 degree weather my concern is for the swan. What do we need to do as far as shelter goes for the swan, and do we need to make sure he has open water? If we need to provide some sort of shelter, what size should it be? Should the shelter be off the ground with a ramp or does it stay ground level or is the shelter the pond? Do we need to feed him during the winter monthes, if so what would we need to feed him? Any information you could supply me with to help the swan through the winter would be greatly appreciated. I look forward in hearing from you soon. Thank you! Joan
