Hi Vicki:

We're not sure if it would be legal or not to capture, but these two cygnets are definitely in need of capture and veterinary care. If you can contact a NO Kill wildlife facility, they may be able to help you capture the birds and get the help they need. If the one cygnet has a bad eye, and the other with a bad foot, they are not going to last long in the wild against a predator. They both need to find a good captive setting, i.e., zoo, someone's small backyard or farm pond in an enclosed, protected setting. Please let us know how this works out. The Regal Swan
