Hi Beth:

If the swans are swimming, flying and/or able to get into the water and back out, then they should be okay. If the other swan does not move, it could mean that it was stuck to the ice and possibly died. In Canada, as well as the U.S., there are concerted efforts to kill Mute Swans. So, you will need to do some research to ensure that whomever you call does not automatically go out and kill the swans. You might call a local wildlife rehabilitation facility or rehabber. Make sure that they are indeed a no kill shelter and that they can safely access the ice with the proper equipment and trained staff so that no harm comes to the rescuer (i.e. falling through the ice) or the swans. We hope this helps. It may be too late for the swan that appears to be laying on the ice, but if it has moved by tomorrow, then we know it is okay. Please let us know how this situation progresses.
