Mute swan leg injury from snapping turtle

I have a pair of wild mute swans on my pond. They have returned for 8 years to nest and raise young. About a month ago the male was "crying" and when I looked there was a snapping turtle under him with his leg in its mouth. They were in the water. The female swan "dive bombed" the turtle and male. The turtle let go, but the male can only take a couple steps on land. He will stand for short periods of time. My question is: Will he be able to fly south when winter comes? The pair have 3 young, and usually they are flying by now, but they have not left the water at all yet. He is really mean, so I am not sure I would be able to take him to the vet. Any advice would be appreciated.
