We think you are doing everything that you can. Carl apparently understands the safety of your back door, you just don't want him spending the night there unless it is inside the door! Too many predators can get to him at night. The plastic rake harrassment (as long as you are not actually touching the swans and we know you would not do that), should be sufficient without having to actually capture the birds.
