Hi Kelly:
This is an emergency! You need to get the young bird to a waterfowl or wildlife rescue facility with a knowledgeable avian veterinarian.
The young swan will die from not being able to eat and if it cannot fly, it may succumb to the cold inclement winter weather or predator. The parents may even finish him off because they sense something is wrong with him.
In most cases, DNR or other state/federal wildlife entities won't intervene and will be very happy to see the non-native mute swan die. So, if you can find a wildlife rehabilitator or veterinarian that is willing to treat and find a good home for the young bird, the better the outcome.
