Sometimes, birds will pick at themselves due to stress. In most cases, there is the possibility of a underlying parasite, i.e., mites, lice, etc. You need to have the cygnet examined by a licensed veterinarian. The veterinarian can take a small scraping to see what type of parasite and the best possible means of treatment. The Regal Swan
