Hi Diane:

You should be extremely concerned as the swan can drown if it gets caught in the ice, starve from lack of food, become ill from dehydration without water, become ill from freezing temperatures or succumb to predators which can access the ice and get to the swan. If a wildlife or rescue facility is in your town, we would strongly suggest that the swan be captured and placed in a waterfowl or wildlife facility until spring.

Does your city have an aerator/de-icer on the pond? If so, this will help to prevent freezing and may provide a small area for the swan to feed, bathe and acces water. If not, you might want to suggest to your city to inquire about getting such equipment and further info of what might be needed can be found at (www.vertexwaterfeatures.com).
