Swan in cold weather, snow, canal partly frozen

I visit a pair of swans every day and feed them, I have done this for two years now. And today it was cold, snow and with the canal partly frozen over, the cob was shivering his wing they were slightly raised. Is this swan sick as I haven't ever seen it do that in all the time I have fed them.
