Swan males appear to be "breeding"

I have two year old male swans that were biologically tested and identified at Oklahoma State University. They have created a nest and appear to be "breeding".
My question is: What do male swans do with the absence of female swans? Is this typical behavior or may we have received swans that are "incorrectly identified and tagged".
