Since you are in England and we are not sure your location, we would strongly suggest that you contact the RSPCA in your area or Wendy Hermon, Swan Support in Datchet. They will be able to come out, check the swan and capture and treat if necessary. If treatment can be rendered, they will return the swan in the same area with its family. The Regal Swan
