The NJ DNR wants to kill the Mute Swans and will not let wildlife rehabilitation help them. So, first thing you need to do is get him out of the road and safe from predators wild and domestic (dogs, cats, people). Then as quietly as possible call some wildlife rehabilitation centers and see if they can help. If they cannot, see if the cygnet is injured, if not try to find a lake nearby that he might have flown from and taking him back. He may have crashed landed and hurt himself or may have been chased from a pond by adult swans. So, see if he is hurt and go from there. The Regal Swan
