Hi Lisa

The cygnet should leave prior to the water freezing as it can drown, starve, become dehydrated or stressed which can cause injury or illness or be attacked by a predator that can walk onto the ice.

The cygnet cannot survive on seeds as it is not a seed eater. It needs aquatic vegetation, cracked corn and layer pellets when supplementally fed. Please contact the local RSPCA or Swan Support in Datchet so they can exam the cygnet and relocate it to a suitable location for the winter with better water/food resources. The Regal Swan
