Yes, two females can exhibit mating. We're glad that the second swan is doing much better. A DNA Sequencing of the birds can be conducted (go online and ask for DNA testing for gender of birds)which will be much more accurate than sexing if the birds are under 1 year of age. Otherwise, if they are at least 1 year of age (the genitals will be developed) take them to an avian veterinarian (do you have a vet school nearby?) and he/she will be able to probe and physically observe the genitals.
