In Response To: Putting swans on my pond (Monica)

Hello..I love swans and would like to put on my pond...it is full of fish, (and unfortunately someone put koi in there too!!) blue heron, ducks, and Canada geese are always here)

Do I need anything legal to put swans there?? like a permit of some kind?? do they go south in the winter and return??
