3 month old cygnet under mother

The cygnet is not a baby... it's about 3 months. The family had 7 cygnets and then 6...I went to the lake in Middletown, CT earlier this week and noticed the young cygnet trying to flap it's wings but the mother tucked him back under her wings.... What might have happened to the young one?
