Some swans do well with anesthesia while others may not survive. However, if the infection is deep or in the bone, he will die from sepsis if not treated. We would suggest you contact Sylvan Heights in NC, approximately 2-2 1\2 hours from you. This is a large waterfowl facility and sure they have experienced swan/avian (bird) veterinary staff that may be able to advise. They should be able to refer you to an experienced waterfowl veterinarian.
These veterinarians would also have the facility for temporary stay and rehabilitation facilities if needed. There may be other options depending on severity of infection and injury.
