Yes, you need to get this done quickly as you will soon be incurring a large veterinary medical bill with anesthesia related costs.
We do not personally know avian veterinarians in your area. Contact your state veterinary medical board for a nearby avian veterinarian or a veterinarian that will have experience in pinioning waterfowl. Usually, a veterinary medical school (i.e., university) will be able to help you either find someone or will be able utilize your cygnets in their medical program to show veterinary students how the procedure is conducted.
