You might ask around to see if someone owns them or a particular facility. Someone should know if they are being cared for in the extreme winter. Usually, swans can do well as long as their is a bubbler/aerator that keeps the water from freezing and they are supplementally fed.
Be careful who you contact as some states view the Mute Swans as an exotic and some wildlife entities have been told to kill the swans rather than release them back onto ponds or lakes. Ensure that whomever you contact, that they are a true no-kill shelter to see if they might be able to intervene until the weather improves. The Regal Swan
