Hi Charles:

It sounds like some sort of parasite which can affect the ears and eventually the brain. You need to get him immediately to an avian (bird) veterinarian and have him examined. There are prescription anti-parasitic drugs such as Ivermectin, but they must be dispensed by a veterinarian and if too much is given, it can kill the bird. The Regal Swan
