If a Mute swan has been pinioned can the flight feathers on the other wing be clipped to prevent all flight?

I am a Swankeeper for the Rec. Ctrs. of Sun City West in Arizona. We currently have a pair of female Mute swans that have been wandering from their lake. We have built a fenced preening area with lake access and have fenced around the lake in an effort to keep them at their lake to no avail. We are looking for a temporary solution to get us through this mating season as they previously have not wandered fro their lake.

Any suggestions would be appreciated.
