Hi Judy:

Fertile or not, nature programs her to lay so many eggs. If you take them from her, she may double clutch, meaning she will lay more eggs. This is not good for her as most females swans lose up to 30% of their body weight during the laying of eggs and resulting nesting.

Let her continue sitting on the eggs as she will understand that nothing is going to happen and will eventually, leave the nest and eggs to go about her normal life. Just ensure that her nest and eggs are not in an area that she can be killed by predators in search of eggs such as raccoons, foxes, etc. You need to protect her if there are predators in the area.
