This is usually an individual attribute for each swan, but generally yes. If the swans are approximately the same age and especially related (same parents) they will do just fine. Swans will mate and bond with the same gender if the opposite gender is not available. Males will mate with males, build a nest and actually sit on the nest until they realize that the nesting period is over and their testosterone levels go back to normal.

Females will mate with females, build a nest and actually lay eggs, although obviously the eggs will be infertile. Once they realize that the eggs are not viable and their sex hormones return to normal, they will leave the nest. It is extremely important that you do not destroy the eggs and let the females sit on the eggs until they realize that the eggs are not viable. Otherwise, they will produce more eggs and this can lead to a life threatening condition called egg impaction. This is where the eggs is impacted inside the female swan and veterinary care is critical to treat the bird. This condition can also occur with female/male pairs. It is not usually a frequent problem, but can occur if the female keeps trying to lay eggs to replace the eggs that are destroyed. Female swans and other birds have an internal number of eggs that are produced. Anything that disrupts this number means that the females will try to produce more eggs. This is extremely detrimental also because the females lose approximately 30% of their energy levels to produce eggs and nest.
