Hi Mike:
Yes, the Fish & Game Commissions around the country are trying to keep the mute swan populations under control. Some of this control is needed because unscrupulous owners let the swans out to start feral populations. However, on the other hand, some of the research around mute swans being non-native to North America is incorrect. Until taxpayers/citizens start demanding that some of the wildlife laws be changed and Fish & Game Commission authorities answer to people instead of commissions, these laws will continue to exist and the ability to protect these beautiful birds will be hampered.
You might try Jack Long's Exotic Waterfowl in California. This gentleman has a waterfowl sanctuary/breeding facility and may be able to help you with an intern as well as provide you with qualified avian veterinarians with swan experience in your area.
