Yes, this is normal and is known as the leucistic color variation. This is a genetic anomaly that does not lead to any negative health problems.

In Mute Swans (all mute swans are mute swans), but swan keepers and specialists refer to the normal coloration (reddish orange beak, black legs and taupe colored cygnets) as Royal Mutes. The leucistic coloration (white cygnets, orange beaks and lighter colored feet) is known as the Polish Mute. Centuries ago, someone in eastern Europe tried to inbreed an albino swans which did not occur. Instead, the whiter version (leucistic) was achieved.
