do swans hibernate

There is a single clipless swan down my round in a good size pond. He is now in the middle of his pond which is frozen. Is he hibernating? Is there an organization I should call as this seems so sad. The owners of the pond do not seem to care as they say the swan is fine. I feel very bad for this bird just sitting there. Is he trapped? Is there something that should be done? Thanks so much as I am very worried.
