The parents will find a food source and will tread water above the aquatic vegetation. Then, they will move their feet rapidly under water bringing the food to the surface for the cygnets to eat. The young swans cannot access deep vegetation, so the parents stir it to the surface for them. This gives the appearance of the adult swans moving side to side. The Regal Swan
