In Response To: In AZ: Not to clip the wings of mute swan cygnets (Joel)

Is it lawful to mate swans on golf course property and then not clip the wings of the cignets. and see if they will stay around , Given they get fed every day. The reason I am asking this question is we have lost 30 swans to coyote attacks.

All the other cygnets were clipped.

I am in the Phoenix Arizona area.
