From the shape of the bill, they look like Trumpeters. However, from the size, they look small but this could just be the distance from you and the birds. The other issue is that we can't see the yellow lore (space between the eye and bill). If you can get a closer photo of the eye, you will be able to make an exact identification. Trumpeters have no yellow markings near the eye and bill. The Regal Swan
