Yes, swans must have water to eat to prevent choking. You need to place the food in the water and feed him in the same spot for several weeks until he gets comfortable with you and the food. Once he knows where to find the food, and comes over everytime he sees you, then you can place the feeder (dog café) in the water. Show him how the food goes into the feeder on the top, scoop out food from the door, leave the trap door slightly open with food hanging over the edge of the door. Then, place more food in front of the trap door so that when he looks up he sees the trap door with food hanging out. We hope this makes sense, but again, look at the set-up of the dog café feeder on this website.

If he still does not get the hang of self-feeding in a day or so, you may need to go back in and show him once again where the food is coming from (trap door).
